India, China agree to keep borders ‘tranquil and peaceful’
BEIJING, Nov 21: India and China today agreed on the need to keep their borders "tranquil and peaceful" as army chief General Dalbir Singh Suhag held talks with top Chinese military officials, including his counterpart, amid frequent transgressions by the PLA along the LAC.
Kicking off his four-day visit, General Suhag met General Li Zuocheng, the head of China's ground forces which have undergone major restructuring in the last three years.
Suhag was welcomed by Gen Li with a Guard of Honour at the Bayi Building. Later, both held official talks in which a wide range of issues of mutual interest were discussed.
They both noted with appreciation the 6th India-China Joint Training Exercise 'Hand-in-Hand' 2016 which is currently going on in Pune and agreed to further expand defence exchanges between the two armies, a statement issued by the Indian Embassy said.
Later Suhag held talks with Chinese Air-force General Xu Qiliang, who is also the Vice Chairman of Central Military Commission, the high command of China's military.
During the meeting Suhag and Xu "reiterated their desire to keep up the momentum of defence exchanges and the need to keep the borders tranquil and peaceful", the statement said.
Gen Xu also accepted invitation to visit India.
Suhag also extended an invitation to Li to visit India, which he accepted hoping to make it soon.
The Chief of Army Staff's delegation is comprised of four senior Army Officers, holding key posts in the Indian Army. Suhag will also visit Xian and Nanjing, where he will visit key military installations, as well as interact with General Liu Yuejun, Commander of the Eastern Theatre Command, the statement said.
During the visit, General Suhag is expected to discuss a host of issues including efficacy of mechanism put in place to deal with transgressions of troops aggressively patrolling the areas claimed by both the countries.
Several such transgressions by Chinese troops specially in the Ladakh and Arunachal Pradesh sectors in the recent past resulted in long standoffs between troops on both sides.
While relations between the two militaries improved with constant visits by high-level officials including the Defence Ministers, officials say the relations remained tenuous with steady increase of Pakistan-related issues affecting their growth.
General Suhag's visit also comes at a time when relations between the two countries were stressed by issues like the USD 46 billion China-Pakistan Economic Corridor (CPEC), China blocking India's membership in the Nuclear Suppliers Group and move to impose a UN ban on JeM Chief Masood Azhar.
However, officials on both sides say despite contentious issues, both sides managed to keep up the dialogue at the highest level going, ensuring peace and tranquility along the 3,488 km long Line of Actual Control (LAC).
Besides the constant interactions under the Border Defence Cooperation Agreement (BDCA) to address ground level issues, the two sides also held 19 rounds of talks to resolve the border dispute. PTI
Govt. to propose for ALG in Tawang-Kameng sector
ITANAGAR, Nov 21: Chief Minister Pema Khandu has said that the State Government would soon submit a proposal to the Centre for construction of an Advance Landing Ground (ALG) in Tawang-Kameng sector that can accommodate fixed-wing aircrafts.
"Plans are afoot to propose such a landing ground near Dirang in West Kameng district," Pema said, while responding positively to a suggestion made by Lieutenant General Devraj Anbu, GOC, 4 Corps for having an ALG in Tawang-Kameng sector.
Despite sharing a long strategic border with two neighbouring countries the sector still doesn't have a landing ground for fixed wing aircrafts, Pema said and, adding that a landing ground that can accommodate fixed-wing aircrafts will not only help the army but also boost tourism in the area.
Assuring all cooperation to army from the state government, the Chief Minister asked the officer to send all the proposals for land acquisition and other projects to the state government, saying that all will be fast-tracked.
Lt. Gen Anbu, who took over as GOC, 4 Corps on November 17, called on the Chief Minister at his office chamber here on Monday and informed him on the status of army activities in the region.
The brief discussion mainly focused on construction of roads in the border areas and land acquisition for army use.
Lt Gen Anbu, who was on his way back from Bumla in Tawang district, praised the natural beauty of Arunachal Pradesh and said that the government has to focus on road and air connectivity in the state besides creating tourism infrastructure.
Meanwhile, the Chief Secretary and Principal Secretary assured the GOC that all pending issues of royalty, land acquisition, road projects, etc are under process of resolution. They assured full cooperation from the state government with regard to all issues concerned with the army.

Jeevan Pramaan sensitization programme launched
ITANAGAR, Nov 21: Jeevan Pramaan sensitization programme was launched on Monday by Chief Minister Pema Khandu in the presence of Chief Secretary, Principal Secretary and Secretaries and officers of Information Technology & Communications and Audit & Pensions.
Pensioners post their retirement, have to provide life certificates to the authorised pension disbursing agencies like the bank, following which their pension get credited to their account. For obtaining a life certificate, proof that he or she is alive, pensioner earlier had to be physically present before the Pension Disbursing Agency or had the life certificate issued by authority where they served and had it delivered to the disbursing agency. The procedure caused lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners. Besides, many government employees post their retirement choose to move to different locations either to be with their family or other reasons, hence causing a huge logistical issue when it comes to accessing their rightful pension amount.
Digital Life Certificate - External website that opens in a new window for Pensioners scheme known as Jeevan Pramaan seeks to ease this very problem by digitizing the whole process of securing the life certificate. With this initiative the pensioners requirement to physically present himself or herself in front of disbursing agency or the certification authority will become a thing of the past benefiting the pensioners in a huge way and cutting down on unnecessary logistical hurdles as it uses the Aadhar platform for biometric authentication of the pensioner.
Incidentally, the number of state government pensioners at present is about 26000 and only about 5000 still reside in the state. Pensioners avail their respective pension amounts either from the treasury offices or banks.
In case of availing pension amounts from treasury offices, pensioners had to present themselves before the concerned treasury officers in person once every month while in case of banks it was once every year in the month of November.
Terming it as a huge boon to the aged pensioners, chief minister Pema Khandu appealed the pensioners present to get themselves enrolled with the new system.
"I am aware of the difficulties faced by our pensioners in getting their due after serving a lifetime for the state. I appeal all to enroll themselves and get their digital life certificates so that their monthly pensions are deposited in their accounts on time without hassles," he said.
He urged the departments of Audit & Pension, Information Technology & Communication and NIC to coordinate and create awareness about the initiative so that all state government pensioners avail this benefit.
The Chief Minister suggested that to begin with all district administrations must be made aware of it and should be provided means to register pensioners of their respective districts.
To mark the launch of the sensitization campaign, digital certification was done on the spot for two state government pensioners present. Rajat Bhattacharjee and K P Chakraborty, retired state government employees, were authenticated online and given their digital life certificates.
While handing over the digital life certificates, the Chief Minister appealed both and other pensioners present to spread the word among their former colleagues and pensioners so that more and more can avail the benefits of the initiative.

ITANAGAR, Nov 21: Minister for Health & Family Welfare, Jomde Kena has advised men to adopt vasectomy and bear the burden with women to improve the reproductive health of couples and for betterment of women's health.
He said this while addressing a huge gathering after launching the Vasectomy Fortnight at the conference hall of RK Mission here on Monday.
Earlier, the students of North East Homeopathy College, North East Nursing College of Health and Science and Guardian Angel School Itanagar along with the department staff took out a rally from Tennis Court to RK Mission conference hall carrying placard and banner to mark the Day.
A skit on family planning method was also presented by the students of Guardian Angel School Itanagar on the occasion.
Director Family Welfare, Dr. M Lego in his address informed that vasectomy is a non-invasive minor surgical procedure and is the most safest and effective birth control method.
He further stressed the need to popularize vasectomy method of family planning by creating awareness to dispel the myth and misconception regarding vasectomy.
Mission Director, PN Thungon also stressed the need to boost the male sterilization.

SBM awareness camp concludes
SEPPA, Nov 21: The East Kameng Social Welfare and Cultural Organisation (EKSWCO) covered 17 gram panchayat segments of East Kameng to spread awareness on Swachh Bharat Mission (Gramin), a flagship programme of the union government.
Led by EKSWCO chairman Khya Safar Pao and general secretary Nikam Tallang, the team started their camp from Richukrong on November 10 and concluded it on November 17 at Khenewa.
The resource persons Blagang Dada, Tara Kamchi, Prakash Yangfo, Taluk Sonam and Dangbu Miji highlighted on advantages of hygienic practices to prevent diseases in the village.
The EKSWCO team that covered Richukhorung, Pankar, Sekong, Lada, Tawe, Nabalung, Rojo-Kojo, Upper Liyak, Lower Liyak, Lapung, Poube, Rawa, Waii, Pordung, Pangia and Khenewa also dismantled many traditional toilets.
During the week-long awareness camp, the EKSCWO also focused on demerits of social evils like child marriage, fine system, and clanism prevalent in the society.
Kamchi, one of the resource persons, said out of the 139 gram panchayat segments 60 percent have been covered while remaining segments will be covered in next phase soon.
Outreach health progs at border villages in Tawang
ITANAGAR, Nov 21: The District Health Society along with District AYUSH Society, Tawang organized a day-long out-reach health camp and AYUSH awareness camp at Thingbu and Mago villages of Tawang district situated along Indo-China border on November 17 and 19.
Over 250 patients turned out for the camps which was conducted by the doctors Dr Lobsang Tempa, DRCHO Tawang, Dr Kevi Meru, Member Secretary, District AYUSH Society Tawang, three doctors from RBSK Tawang, including a dental surgeon and paramedical staffs.
Patients were given thorough check-up by the doctors and medicines, including Homoeopathic medicines, were provided to the needy patients.
The team interacted with the students and screening of their health status was done by the RBSK team of Tawang.
Health talks, including AYUSH awareness, demonstration on 6 correct steps of Hand-Washing technique was imparted to the students and the villagers by Dr Kevi Meru.
Dr Lobsang spoke on the importance of timely ANC check-up, institutional delivery, JSY, immunization of children and emphasized on roles of VHSNCs and conducting of monthly VHNDs.
He also gave awareness talks on STIs, HIV/AIDs, and NCDs to the villagers, ASHAs and paramilitary forces posted at borders.
At Mago village, the COY Commander of 4th ITBP Inspector Robert Gangte along with his personnel took part in this awareness camp.
Five horses were put into service to transport the medicines throughout the tour on these tough terrains.
Responding positively to the villagers' pleas, Dr Lobsang assured to conduct more such health camps in the area in the future.
The team for the health camp was flagged off from District Hospital Tawang by DMO Tawang Dr Wangdi Lama in the wee hours of November 17.
The camps were supervised by the Circle Officer of Thingbu Pemtan Monpa.
Four karatekas from Arunachal to represent India
ITANAGAR, Nov 21: Four karate players from Arunachal Pradesh will represent India at 15th AKF Cadet, Junior & U-21 Karate Championship to be held at Makassar City, Indonesia from November 25 to 28.
India Coach Sihihan Deben Sharma, who is a WKF certified coach, will be accompanying the team.
P Nobin Jomoh, who is the official of the team, will attend the AKF Coach Licence Seminar and Examination to be held during the championship. Nobin's trip to Indonesia has been sponsored by Parliamentary Secretary (Tax and Excise) Tapuk Taku.
The players are Jackap Flago Taniang ((+70 KG, Cadet), Bumi Nuk (-54 cadet kumite), Tadar Mama ((+53 KG, Junior, Kumite) and Goda Asha (-50 kg cadet, kumite). They all are national gold medalists in their respective weight category.
Meanwhile, Karate Association of India vice president and Arunachal Karate Do Association president Likha Tara and all other officials of AKA have wished the entire team a safe and successful journey.
The team will be leaving here for Indonesia on November 22.
Over 500 benefited from super specialty medical camp

PASIGHAT, Nov 21: More than 500 patients from East Siang and other eastern Arunachal districts availed the opportunity of free medical camp conducted by super-specialist doctors from North Eastern Indira Gandhi Regional Institute of Health & Medical Science (NEIGRIHMS), Shillong.
Besides 260 laboratory tests, the medical team performed ECGs on 38 patients with heart problem, Ultra-sonography (29), Echo -Cardoigraphy (25) to check health of the patients.
Twelve patients detected with complicated heart problems have been referred to NEIGRIHMS for cardiac surgery, informed AAUN foundation, the organizer of the health camp.
The super-specialist doctors advised many patients with neurological disorders/ cases to go to NEIGRIHMS for better treatment.
Eminent citizens of Pasighat said that many cases from state is referred to NEIGHRIMS for better treatment as it is a premier and reliable government-run medical institution in Northeastern region. But, NEIGRIHMS is not yet empanelled in the Arunachal Chief Minister's Universal Health Insurance Scheme.
Observing the patients' response in the premier health institution, the people have demanded State government to construct 'Arunachal House' near NEIGRIHMS to accommodate the Arunachalee patients and ease their sufferings.
It is said that there is a guest house for Nagaland at Shillong to avail such opportunity.
"We are demanding the State Government to empanel NEIGRIMS under CM's Universal Insurance Scheme for the benefit of the poor patients. We apprised the matter to MLA Kento Rina, who was attending valedictory function of the medical camp on the concluding day", said secretary of AAUN Foundation Mohonto Pangging, who supervised the programme.
Pangging, who is a retired Group Captain (Pilot), informed that his NGO would organize more such programme in the state in the coming days. They also demanded the state health department for posting of Cardiologists and Radiologist at Pasighat General Hospital.
Mein attends Birsa Munda birth anniversary; says hard work is mantra for economic development
LEKANG, Nov 21: "Hard work is the mantra for economic development of the community," Deputy Chief Minister Chowna Mein said while participating in the 142nd birth anniversary of freedom fighter Vir Birsa Munda organised by All Adivasi Student Association of Arunachal Pradesh (AASAAP) and Adivasi Kalyan Sangha (AKS) here on Sunday.
Appreciating the Adivasi community for their contribution towards social and political development of the Indian society, he termed their involvement in different spheres of life commendable. He urged the community to find ways to improve their education ratio and to take up education as their base.
He lauded the community for striving to maintain cordial relationship and friendship with other tribal communities of state and appealed to avoid alcoholism for economic sustainable and better future of their family.
Mein said that youths must not only look for white collar jobs but must engage themselves in some private sectors for solving the problem of unemployment.
"The government has set up skill development training programmes in various places for transforming the youths from unskilled to skill so that they get full benefit of such skill development programmes," he said.
He said that recently many govt and private colleges have come up all over the state including Polytechnic college, Arunachal University of Studies in Namsai district too and called upon the youths to avail the opportunity.
While referring to the reoccurrence of flood in the area due to over flooding of Noa Dihing river, Mein assured to repair the damaged bridge, culvert and roads. He asked the line departments to keep these works on top priority and start working on war footing to complete the repair and maintenance work by February next.
He further said that the proposal for plugging of the river has already been submitted and is under consideration to divert river water into its mainstream and to prevent it from flooding into the township area.
Responding to the memorandum submitted on the occasion, Mein assured to construct cultural hall at Kumari Adivasi.

AUFC, NUFC enter semifinals
NAHARLAGUN, Nov 21: AUFC and NUFC entered into the semifinal defeating their respective opponents KKVFC and PTC in the Veteran Cup Football Tournament at RG Stadium, Naharlagun on Monday.
AUFC beat KKVFC 5-4 via penalty shoot-out in the first quarter-final and NUFC beat PTC 3-1 in the second quarterfinal.
The heroes of the two matches were Tagru Talin of KKVFC (first match) and Techi Tada of NUFC.
On Tuesday, Laba FC will meet Green UFC at 10 am while E&K's will be up against Siang Highlanders at 1.30 pm.
‘Arunachal not a disputed area’
ITANAGAR, Nov 21: The Core Group for Tibetan Cause - India, the apex body of all the Tibet Support Groups in India said that Arunachal Pradesh is an integral part of India and will remain so.
The State of Arunachal Pradesh is not a disputed area; rather the occupation of Tibet by the People's Republic of China since 1950 is disputed, the Core Group for Tibetan Cause - India stated in a press statement while condemning Beijing's protest against the scheduled visit of His Holiness the Dalai Lama to Arunachal Pradesh in March, 2017 as well as the recent visit of US Ambassador to India to Tawang.
Meanwhile, the group expressed its pleasure after learning that His Holiness the Dalai Lama was warmly received by the people of Mongolia in Ulan Bator despite strong protest from government of People's Republic of China.
"The people and Government of Mongolia came out to the street to welcome Dalai Lama and re-strengthen their age-old traditional and cultural relations despite China's strong protest," the press statement said.

No confidence motion moved against KK ZPC
KOLORIANG, Nov 21: Consequent upon the merger of four lNC ZPMs with PPA last week, a "No Confidence Motion" has been moved against sitting Zilla Parishad Chairperson (ZPC) of Kurung-Kumey district Sangha Tagik.
The ZPMs, who merged with PPA, are Tamchi Kache (Sangram), Nangram Niani (Lower Koloriang), Chello Tagar (Upper Koloriang), Lokam Pabi (Damin).
With the merger of the four INC ZPMs with PPA, the strength of PPA ZPMs has increased to six and INC reduced to two in the Zilla Parishad.
The merger of the ZPMs with PPA has been accepted by the Member Secretary, Kurung-Kumey Zilla Parishad as well as the President of the Party.
Meanwhile, the ADC-cum- Member Secretary Kurung-Kumey has convened a special session of the Zilla Parishad on November 29 in the Conference Hall of the Deputy Commissioner Koloriang. DIPRO
Teachers’ training progs held
ITANAGAR, Nov 21: A total of 58 teachers from 12 schools of capital complex attended the pre-primary teachers' training organized by Abotani Vidya Niketan, Pachin at JNK School from 18 to 19 November and at Little Rose School, Naharlagun from November 20 to 21.
Speaking at the concluding day function Dr Tumter Lollen, Associate Professor (Geography), Govt. Women College Lekhi, Naharlagun lauded the effort of Abotani Vidya Niketan for organizing the much needed training for pre primary and primary teachers. She said that the responsibilities of primary level teachers are much bigger than that of any other teachers, saying that it is the primary teachers, who shape the future of a child.
She requested the resource person Kavita Bhagwat from Pune, Maharashtra to visit Arunachal Pradesh every year to conduct such training programme.
Bhagwat, who has done her post-graduation in Early Childhood Care Education, guided the pre-primary teachers about innovative ways of teaching the kids. The teachers have mostly benefitted from various sessions, like how young children learn, developing thinking skills, perceiving patterns and problem solving, developing language, importance of songs, story and games etc.
Kavita also taught lot of creative activities for getting children ready for mathematics.

Training-cum-awareness prog. on aquaculture organized
PASIGHAT, Nov 21: In all, 30 progressive farmers and rural youth of Ledum village, East Siang district attended a day-long off campus training-cum-awareness programme on 'Use of Floating Pelleted Fish Feed for Aquaculture' jointly organized by Krishi Vigyan Kendra East Siang and College of Horticulture and Forestry, Central Agriculture University, Pasighat, on the eve of World Fisheries Day here on Monday.
The training was aimed at acquainting the farmers with better management practices in fish farming system and promoting good feeding practices as well as environmentally sustainable and economically viable technology which encompass rational utilization of available resources of the farm through integrated farming approach.
During the training, KVK East Siang SMS Fisheries, Shah M Hussain urged the participants to promote Integrated Farming System among farming community of the state for livelihood security and economic prosperity.
The participants were also briefed on different aspects of integrated farming like; aquaculture, off season vegetable production, different integrated models and farm mechanization. Later, 7 quintal of floating fish feed and vegetable seeds were distributed to the farmers by the Kendra.

DNGC staff no more
ITANAGAR, Nov 21: Ranjit Das, a staff of the Dera Natung Government College has died on Nov 20 at Borbhogin village under Sonitpur district after prolonged illness.
Ranjit Das worked as a gardener. He is survived by his wife, a son and a daughter.
Meanwhile, the teaching faculty and staff of Dera Natung Government College has condoled his untimely demise and termed his death as an irreparable loss for the college.
They observed a two-minute silence and prayed for eternal peace of the departed soul.
UAEA questions RD department
ITANAGAR, Nov 21: The Unemployed Arunachal Engineer’s Association (UAEA) on Monday questioned the department of Rural Development whether the examination of notified vacant posts of Joint BDO would be conducted by the department itself or by the Arunachal Pradesh Public Service Commission (APPSC). The union urged the RD department to refund of amounts that was paid for challan and other documents by the aspirants if the exam for the same posts is to be conducted by the APPSC. Claiming that two posts of joint BDO are being illegally occupied, UAEA also demanded the authority to include the two posts for recruitment under APPSC.

Eucharistic Procession marks conclusion of extraordinary jubilee of mercy
MIAO, Nov 21: An Eucharistic procession was carried out across Miao Diocese by believers on the concluding day of extraordinary jubilee of mercy.
The conclusion of jubilee of mercy coincided with the Feast of Christ the King and the last day of the liturgical calendar.
Similar processions were also organized at Christ the King Church, Khonsa in Tirap district, St. Paul's Church, Nampong and Sacred Heart Church Netoan in Changlang district wherein people gathered for the procession and recited Divine Mercy chaplets.
Adorylene Sawian crowned Miss Cherry Blossom 2016
ITANAGAR, Nov 21: Adorylene Sawian has been crowned Miss Cherry Blossom 2016 in India's First Cherry Blossom Festival being held from Nov 14-17 at Shillong, Meghalaya.
The event was organised by the Government of Meghalaya in association with Institute of Bioresources and Sustainable Development (IBSD), a National Institute of Department of Biotechnology, Government of India.
Sawian walked away with the prize money of Rs. 30,000 closely followed by first runners up Zeanna Mary Wahlang and second runners up Nazareen Kharrubon.
KVK conducts series of training progs. in Basar
WEST SIANG, Nov 21: A series of training programmes were conducted by the KVK of West Siang in Basar Circle on various topics from Nov 17 and 21.
During the training, Plant Breeding Specialist, Dr. Rita Nongthombam with the help of a power point presentation briefed about importance of growing pulses, effective utilization of rice fallow and intercropping of pulse in orchards and other crops for pulse production and incorporation of high yielding varieties and short duration pulse crops like black gram, green gram and cow pea to make the jhum farming profitable and improve soil health.
She also spoke about techniques of seed production of quality seeds of different pulses in farmer's field through seed village concept involving progressive farmers to make the seed available at the right time.
Plant Protection Specialist, Dr. K Suraj highlighted the effectiveness of IPM module to control insect pest and diseases to avoid losses at the entire field and in post-harvest storage.
