India, China agree to keep borders ‘tranquil and peaceful’
BEIJING, Nov 21: India and China today agreed on the need to keep their borders "tranquil and peaceful" as army chief General Dalbir Singh Suhag held talks with top Chinese military officials, including his counterpart, amid frequent transgressions by the PLA along the LAC.
Kicking off his four-day visit, General Suhag met General Li Zuocheng, the head of China's ground forces which have undergone major restructuring in the last three years.
Suhag was welcomed by Gen Li with a Guard of Honour at the Bayi Building. Later, both held official talks in which a wide range of issues of mutual interest were discussed.
They both noted with appreciation the 6th India-China Joint Training Exercise 'Hand-in-Hand' 2016 which is currently going on in Pune and agreed to further expand defence exchanges between the two armies, a statement issued by the Indian Embassy said.
Later Suhag held talks with Chinese Air-force General Xu Qiliang, who is also the Vice Chairman of Central Military Commission, the high command of China's military.
During the meeting Suhag and Xu "reiterated their desire to keep up the momentum of defence exchanges and the need to keep the borders tranquil and peaceful", the statement said.
Gen Xu also accepted invitation to visit India.
Suhag also extended an invitation to Li to visit India, which he accepted hoping to make it soon.
The Chief of Army Staff's delegation is comprised of four senior Army Officers, holding key posts in the Indian Army. Suhag will also visit Xian and Nanjing, where he will visit key military installations, as well as interact with General Liu Yuejun, Commander of the Eastern Theatre Command, the statement said.
During the visit, General Suhag is expected to discuss a host of issues including efficacy of mechanism put in place to deal with transgressions of troops aggressively patrolling the areas claimed by both the countries.
Several such transgressions by Chinese troops specially in the Ladakh and Arunachal Pradesh sectors in the recent past resulted in long standoffs between troops on both sides.
While relations between the two militaries improved with constant visits by high-level officials including the Defence Ministers, officials say the relations remained tenuous with steady increase of Pakistan-related issues affecting their growth.
General Suhag's visit also comes at a time when relations between the two countries were stressed by issues like the USD 46 billion China-Pakistan Economic Corridor (CPEC), China blocking India's membership in the Nuclear Suppliers Group and move to impose a UN ban on JeM Chief Masood Azhar.
However, officials on both sides say despite contentious issues, both sides managed to keep up the dialogue at the highest level going, ensuring peace and tranquility along the 3,488 km long Line of Actual Control (LAC).
Besides the constant interactions under the Border Defence Cooperation Agreement (BDCA) to address ground level issues, the two sides also held 19 rounds of talks to resolve the border dispute.  PTI

Govt. to propose for ALG in Tawang-Kameng sector
ITANAGAR, Nov 21: Chief Minister Pema Khandu has said that the State Government would soon submit a proposal to the Centre for construction of an Advance Landing Ground (ALG) in Tawang-Kameng sector that can accommodate fixed-wing aircrafts.
"Plans are afoot to propose such a landing ground near Dirang in West Kameng district," Pema said, while responding positively to a suggestion made by Lieutenant General Devraj Anbu, GOC, 4 Corps for having an ALG in Tawang-Kameng sector.
Despite sharing a long strategic border with two neighbouring countries the sector still doesn't have a landing ground for fixed wing aircrafts, Pema said and, adding that a landing ground that can accommodate fixed-wing aircrafts will not only help the army but also boost tourism in the area.
Assuring all cooperation to army from the state government, the Chief Minister asked the officer to send all the proposals for land acquisition and other projects to the state government, saying that all will be fast-tracked.
Lt. Gen Anbu, who took over as GOC, 4 Corps on November 17, called on the Chief Minister at his office chamber here on Monday and informed him on the status of army activities in the region.
The brief discussion mainly focused on construction of roads in the border areas and land acquisition for army use.

Meanwhile, the Chief Secretary and Principal Secretary assured the GOC that all pending issues of royalty, land acquisition, road projects, etc are under process of resolution. They assured full cooperation from the state government with regard to all issues concerned with the army.

Jeevan Pramaan sensitization programme launched
ITANAGAR, Nov 21: Jeevan Pramaan sensitization programme was launched on Monday by Chief Minister Pema Khandu in the presence of Chief Secretary, Principal Secretary and Secretaries and officers of Information Technology & Communications and Audit & Pensions.
Pensioners post their retirement, have to provide life certificates to the authorised pension disbursing agencies like the bank, following which their pension get credited to their account. For obtaining a life certificate, proof that he or she is alive, pensioner earlier had to be physically present before the Pension Disbursing Agency or had the life certificate issued by authority where they served and had it delivered to the disbursing agency. The procedure caused lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners. Besides, many government employees post their retirement choose to move to different locations either to be with their family or other reasons, hence causing a huge logistical issue when it comes to accessing their rightful pension amount.
Digital Life Certificate - External website that opens in a new window for Pensioners scheme known as Jeevan Pramaan seeks to ease this very problem by digitizing the whole process of securing the life certificate. With this initiative the pensioners requirement to physically present himself or herself in front of disbursing agency or the certification authority will become a thing of the past benefiting the pensioners in a huge way and cutting down on unnecessary logistical hurdles as it uses the Aadhar platform for biometric authentication of the pensioner.
Incidentally, the number of state government pensioners at present is about 26000 and only about 5000 still reside in the state. Pensioners avail their respective pension amounts either from the treasury offices or banks.
In case of availing pension amounts from treasury offices, pensioners had to present themselves before the concerned treasury officers in person once every month while in case of banks it was once every year in the month of November.
Terming it as a huge boon to the aged pensioners, chief minister Pema Khandu appealed the pensioners present to get themselves enrolled with the new system.
"I am aware of the difficulties faced by our pensioners in getting their due after serving a lifetime for the state. I appeal all to enroll themselves and get their digital life certificates so that their monthly pensions are deposited in their accounts on time without hassles," he said.
He urged the departments of Audit & Pension, Information Technology & Communication and NIC to coordinate and create awareness about the initiative so that all state government pensioners avail this benefit.
The Chief Minister suggested that to begin with all district administrations must be made aware of it and should be provided means to register pensioners of their respective districts.
To mark the launch of the sensitization campaign, digital certification was done on the spot for two state government pensioners present. Rajat Bhattacharjee and K P Chakraborty, retired state government employees, were authenticated online and given their digital life certificates.
While handing over the digital life certificates, the Chief Minister appealed both and other pensioners present to spread the word among their former colleagues and pensioners so that more and more can avail the benefits of the initiative.

Railway safety is still an issue

The death toll in the tragic train accident at Kanpur rail has risen to 145. Nearly 200 passengers have also suffered injury and have been admitted in various hospitals. The Indore-Patna express train was derailed yesterday in wee hours at Pukhrayan railway station in Kanpur Dehat district. The accident raises serious question mark and has once again put railway safety issue in limelight. Even though railways have promised proper investigation into the incident, the people are not fully buying it.

In the past also many such derailment incidents leading to death of passengers have taken place but Indian Railway does not seem to learn any lesson. The High level safety review committee constituted for the ministry of Railways had recommended many measures to prevent rail accidents. The committee submitted its report in February 2012 and made various recommendations for improving railway safety which needed an outlay of Rs one lakh crore over a period of five years. The recommendations pertain to general safety matters, organizational structure, empowerment at working level, vacancies in critical safety category, shortage of critical safety spares, human resource development and safety architecture of the Indian Railways. However till date railway ministry has not implemented any of the recommendations. When Suresh Prabhu was appointed railway minister there was lot of hope as Prime Minister Narendra Modi had promised to overhaul the Indian Railway. The promise still remains a promise. Hopefully the central government will now get into action and take measures to improve the railway safety.

Casteism and Corruption

Dear Editor,

"Made in India", the two biggest and worst products are inhumane caste system and maniacal stealing cum pandemic corruption.

Thousands of years of civilization have passed by, however, the said illogical, immoral, sinful, inhumane, divisive, debilitating and regressive practices and habits of the Indian mainstream society are yet to see any light of civilization whatsoever.

Do people categorized as higher caste fly down from heaven and those categorized as lower caste come digging out from land beneath at the time of origin of life? And after death, do the bodies of higher caste automatically fly up towards sky unlike those of lower caste that merge into Mother Earth? Absolutely no, and all are borne from human mother's womb, and shall die merging into the land. These irrational and exploitative stratification of same human beings within a society should be immediately stopped and the state should evolve mechanism to do away with mentioning of caste of individual in any official/ private communication. The humiliating caste based reservations for marginalized sections of people should be replaced by more rational and equitable affirmative policy and actions that is generally followed in the genuinely modern western societies and nations.

Practices of Casteism and Corruption shall need the greatest civilization in this 21st Century modern India for the country to make worthwhile overall progress.

Yours,

Tagam Mibang

Incredible India, Impeccable Indians!

Dear Editor,

We live in a country which won its independence not long ago. We are the greatest democracy in the world and we have got total freedom to think, say and do whatever we like.

We have innumerable religions residing in our country and all of them preach one thing. Love people. We have learned this lesson so well that there are innumerable men who see to it that the message does not fade away. Hence they can follow, pass comments, grope or ogle women/girls also because of the birth right of being a male. The females are obliged to like it because it’s a gesture of love for women. They must reciprocate kindly to these actions, because if girls don’t like men's freedom of action for spreading the message of love, these men might use force to show their love. No one told using force for this noble cause is not allowed. Nirbhaya case is but once.

We have such people amongst us who have a passion for social work. They worry about the deprived, helpless, lonely women and orphans and want to provide them with love and care for the sake of humanity. That’s why we have several orphanage, women shelter homes across India in which we have owners who care for the food and shelter of the inhabitants and when need be, they even provide to make love with them. These shelter homes are uniformly distributed throughout India.

We respect the diversity in languages, cultures, castes etc a lot. That is why we want to make sure these identities never blend together and gets extinct at some point of time.

We have a lot of people who literally dream of government jobs. They want to join the job so that they can enjoy their work life and can justify for what bread they earn. They know that once they get a govt job their life is settled because the employees gets married to the job and its non-divorceable.  Govt provides regular pay increments irrespective of performance. They can enjoy the working hours with breakfast, tea, coffee, lunch, snacks, cigarettes etc. Only problem here is that these employees are sometimes reprimanded if they finish the task in less than 8- 10 times the actual time required for a task and sometimes even for finishing the task.

Couple of days back, I went to District office Yupia, Arunachal Pradesh and a government employee who received my document put my document on table while he kept talking to her next table colleague. I felt I was at his service. So much this job offers what else I can wish for. Apart from these loyal employees there are some fools who wish to defame this hard earned reputation with their hard work but we know in democracy minority hardly matters. If the same work environment is provided by the private sectors too then country's economic growth will surely make the breaking news.

We have people who make sure that even a rag picker does not sleep hungry. This is done quite easily. They just make sure that they litter the lanes, streets, highways, parks anywhere and everywhere with plastics, wrappers, fruit peels, papers etc so that rag pickers and municipal workers never feel a crisis of earning. Some people make sure that the walls on the sides of streets, metro trains, locals, govt offices etc are always colored red, so that we never forget we earned independence with lots of blood. Thanks to the Rajnigandha and other Gutka products.

We have people who know very well how to read and write. It’s a big achievement in our country. Hence they want their name to be etched somewhere forever. For this they simply need to write their name, address, and fiancé’s name on the walls of historic monuments so that their generations know that his/her ancestors visited the place once. This surely adds to the worth of the monuments and helps attracting more and more tourists at least the future generations of these visitors.

We are so good that the list can go on and on.

In democracy the people are the most powerful and hence these impeccable citizens use their authority to castigate the govt for everything, which is lead by some other set of impeccable who does the same. We are born perfect and faultless.  This country ought to be incredible.

Water supply needed

Dear Editor,

Through the column of your esteemed daily newspaper, we would like to bring kind notice of the Honorable Minister of PHE & WS Dept regarding non implementation of any water supply scheme at Dambuk Sub Division for last few years.

There are many uncovered habitations in our area which are facing serious problems to meet their drinking water requirement particularly at Anpum - Loklung areas which were totally damaged by heavy flood of Taro Tamak River that occurred in Sept 2015 and which compelled the people to shift to secure place.

The people of Dambuk sub division face drinking water supply problem particularly in dry season. And we have placed our grievance to concern higher authority but still waiting for positive result. We wonder why the newly created sub division has not been given any scheme water for long period.

We appeal to present government that the developmental Scheme should be implement equally in entire State particularly water supply.

Yours,

A citizen
